SECRETARIAT ADMINISTRATIVE CIRCULAR NO.30.

Procedure for Applying for Vacation Leave Overseas.

In order to assist officers and departments the following procedure will be adopted forthwith in all cases of applications for permission to proceed on long leave overseas.

2. The officer should complete page 1 of the new Overseas Leave Application form (G. F.108) nine months before he intends to proceed on leave, and forward it through the appropriate channels to his Head of Department. One copy of the revised passage application form (G.F.28) which must be typed or written in block letters, will also be completed and attached unless the officer desires to make his own passage arrangements. The Head of the officer's Department will examine the application and if he is satisfied that it is in order he will complete page 2 except in his own case when only the passage application and the leave and passage statement will be required. The leave application form (G.F.108) which is required in original only and the passage application form (G.F.28) together with the leave and passage statement (G.F.27A and/or G.F.27B) will then be forwarded without delay to the Secretariat.

3. No application for long leave will be considered unless the afore-mentioned procedure is carried out unless the leave has been recommended by a medical board or is on the grounds of urgent private affairs of an exceptional nature in which cases the nine months' notice may be dispensed with.

4. In due course the leave application form, the leave and passage statement and the passage application form will be returned to the Department concerned through the Accountant General who will retain the latter for necessary action. The officer will be informed by his department of the result of his application and a note to this effect will be made at the appropriate place on the form which will then be retained by the department until required for further action nearer to the time of the officer's departure. In the meantime the Accountant. General will notify the department concerned as soon as a firm booking has been arrangod.

Five copies of the Leave and Last Pay Certificate will then be prepared in the Secretariat and forwarded to the Accountant General who, after detaching and retaining the incremental certificate, will compute the amount, if any, payable by the officer in respect of passage, complete that part of the Certificate relating to pay, detach one copy and make the necessary arrangements for payment thereof.
